There are some chabad rabbis who disagree with that statement. And allow or encourage the participants of the siyum to have meat and wine.

Thank you for this inspiring "shiur". I truly appreciate the reminder that it is not about the fast, esp when we are hungry. Lol. To say a kind word, do a mitzvah, give tzedakah - this is the path to follow.

When I was around 11, I was already reading the Bible. At 44, I began keeping the Sabbath laws, but on Sunday. In 2016, I discovered that the Sabbath was on Saturday, and I discovered the Jews. Through all that journey, I had never understood the magnitude of the Temple, and why the Jews cling to it. Today I understood the spiritual significance of the Temple. The only part of the Earth where the Creator chose to show His presence was first in the Tent of Meeting, and later in the Temple. And He specified every detail, both to Moses and King Solomon. Now I understand, and it makes me want to cry. Thank you for your teachings.

The Chabad custom is not to eat meat even if we make the Siyum. See Sefer Haminhogim Chabad page 46.
The reason for the Siyum is to increase Torah study, as the prophet says through Mishpat and Tzedakah, Zion will be redeemed.
